The Regulations require agricultural producers to use agricultural control, physical control, ecological control and chemical control measures to prevent disease and insect pests, strictly implement the safe interval system for pesticide use, and prevent the misuse and misuse of pesticides。If it is necessary to use prohibited high-toxicity and high-residue pesticides in the event of major crop pests, pests, mice and exotic quarantine pests, the local agricultural department shall put forward an application for use and a solution, report to the local government and the agricultural department of Qingdao for approval, and organize unified prevention and control, and the required funds shall be incorporated into the financial budget。When the plant quarantine department adopts the fumigation method for quarantine disinfection and killing, the pesticide varieties used shall be carried out in accordance with the relevant standards。

The Regulations emphasize the establishment of a recycling and centralized disposal system for pesticide waste packaging that is "recycled by market entities, processed by professional institutions, and supported by public finance.。The "double high" pesticide waste shall be recycled by pesticide operators and handed over to the local agricultural department for centralized destruction。Establish an incentive mechanism for promoting alternatives to high-toxicity and high-residue pesticides, and increase financial input at all levels to guide agricultural producers to use low-toxicity and low-residue pesticides and biopesticides。
